League clubs work to promote policies and the challenges that exist in forming PPPs with the clubs from the perspective of local governments. This study analysed the functions and challenges of PPPs from the following three aspects: (1) the involvement of partners in the policy process; (2) the function of partners’ activities; and (3) the exchange of resources. Data for this study were collected through a questionnaire survey of local governments. Certain local governments have ensured that J. League clubs have access to the policy-making process. In addition, some local governments have linked professional sports to policy issues that are not exclusive to sport. PPPs mainly help with the delivery of public services during the policy process. Local governments appreciate the fact that the activities conducted by the clubs have led to the amelioration of local public problems. In addition, local governments expect the clubs to play an increasing role in resolving local public problems. Furthermore, local governments expect the formation of networks to solve local public problems and hope to expand such networks with the help of the clubs. In their PPPs, local governments support the partner clubs by providing capital to them. Taking these into account, it can be said that local governments support the clubs in terms of capital while the clubs support local governments by facilitating public service delivery and the amelioration of local public problems. Public sports facilities are not only a factor for local governments to promote PPPs but also serve as a factor for rethinking PPPs. Local governments often struggle with the challenge of coordinating the preferential allocation of public sports facilities to the clubs.
